World Bank Infrastructure Finance (WBIF); EBRD (European Bank for Reconstruction and Development); KfW (German Development Bank) · 30 Sept 2026
Summary
Source: wbif.eu ↗This opportunity is not a single tender. It is the Western Balkans Investment Framework (WBIF) page "Overview WBIF Investments related procurement" (last updated 30 September 2026). The page lists upcoming procurement linked to WBIF-financed investments in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. Each entry gives the beneficiary, the financing IFI (EIB, EBRD, KfW, CEB, AFD), the sector, a short description, the total project cost and the contract type (Works or Design and Build). It also gives the status: tender launch expected in the next 12 months or in more than 12 months. WBIF updates the table monthly and states that no further information can be provided.
Most listed projects are transport, energy, environment and social infrastructure. These include railway and motorway corridors, wind, solar and hydropower plants, substations, wastewater plants and schools. The digital-sector entries are: Smart Labs, 654 ICT labs in 615 Albanian schools (CEB, EUR 41.2 M, Works, launch expected within 12 months). Broadband in white areas of Albania, about 7,000 km of fibre (EIB, EUR 111.8 M, Design and Build, within 12 months). Broadband in Montenegro, about 5,042 km of fibre / FTTH for 18,334 households (EBRD, EUR 23.8 M, Works, within 12 months).
None of the entries concerns digital identity, eIDAS or the EUDI Wallet. Several energy entries include SCADA and telecom components, such as Kosovo transmission network improvement and the Montenegrin substations.
The page gives no procedure type, contract value per lot, deadlines, bid language or submission portal. The project costs shown are total investment costs, not contract values. The actual tenders will be published later on the beneficiaries' national e-procurement portals or the IFIs' procurement sites. The page lists these portals: APP Albania, EJN BiH, e-prokurimi Kosovo, e-nabavki North Macedonia, CEJN Montenegro, JN Portal Serbia, EBRD ECEPP, EIB, CEB, AFD/dgMarket and KfW via GTAI.
The page states no requirements or award criteria. These will only be known once the individual tender notices and documents are published.
