Source: business-review.eu ↗This page is not a tender notice. It is a Business Review news article (14/09/2026, by Aurel Dragan) reporting a REI Grup analysis of EU funds and State Aid schemes in Romania. It says more than EUR 8 billion is available to companies, municipalities and county councils: about EUR 4 billion in State Aid and EU-funded schemes this autumn, plus about EUR 4 billion through Romania's economic recovery measures. It describes grant programmes, not a public procurement, so there is no single contracting authority, no procurement scope, no contract value and no submission procedure for suppliers.
The article lists 13 programmes. Those for companies include: a Ministry of Finance manufacturing State Aid scheme aimed at reducing the trade deficit (EUR 1.05 billion, minimum investment EUR 10 million, submissions 15.10.2026 to 25.11.2026); TechUp Romania for R&D and next-gen manufacturing (RON 759 million per year, 2026 to 2032); Ministry of Transport schemes for zero-emission freight, waterway, passenger and ancillary vehicles, including e-DRIVE (EUR 50 million, 11.09.2026 to 6.11.2026); EV charging infrastructure schemes e-MOBILITY RO and e-MOVE RO; MF STORAGE from the Ministry of Energy (EUR 150 million, 01.09.2026 to 31.10.2026).
Public entities can apply for: solar-with-storage funding (EUR 500 million) and storage funding (EUR 150 million), both open 28.09.2026 to 20.11.2026; the seismic retrofitting programme PNCCRS (EUR 1 billion in 2026); AFM funding for sewerage and public lighting (EUR 500 million).
The article also outlines six upcoming State Aid schemes under the economic recovery framework, covering: competitiveness clusters; critical raw materials and net-zero products; research and high-tech; defence industry; regional convergence; diaspora start-ups.
It also mentions smaller regional and Just Transition calls.
None of these items is an invitation to tender for IT, digital identity or EUDI Wallet services, and the article sets no bidder requirements. Each funding programme has its own applicant eligibility rules, published by its managing authority in its applicant guide. Interested parties would need the official call documents of the specific programme. No requirements or award criteria are therefore listed here.
