Finland's national EUDI Wallet development programme and open partner recruitment

Summary
Source: dvv.fi ↗This opportunity page is not a call for tenders. It is an informational page from the Digital and Population Data Services Agency (DVV) of Finland about building the national European Digital Identity Wallet (EUDI Wallet). The wallet will be a free, voluntary smartphone app for all Finnish citizens. In the first phase it will at least provide strong electronic identification and electronic signing of documents. Later it will hold further credentials such as proof of identity and driving licences. Public and private organisations will be able to issue certificates to the wallet and rely on its data in their own services, both in Finland and across borders.
The work is based on the revised eIDAS Regulation, adopted in May 2024, which obliges each EU member state to provide a compliant wallet by the end of 2026. The technical components must be certified or audited against common EU requirements before launch. Because the EU certification system and technical specifications are delayed, Finland expects certification and release in 2027. The Ministry of Finance steers the national implementation project, and DVV is responsible for the technical implementation of the wallet app. Finland takes part in EU technical specification work and the EUDI Wallet pilots together with Traficom, the Tax Administration, the National Board of Education and the National Board of Patents and Registration. DVV's own pilot ends on 30 September 2025.
The page lists no procurement. It names no lots, contract value, duration, procedure type, submission deadline, selection criteria, technical specifications for bidders or award criteria. Organisations are invited to follow and take part in development through DVV's open wiki workspaces, where production-phase content moved to a new workspace in May 2025. They can also sign up by email for event invitations and progress updates. Any procurement for development, certification or operation of the wallet, and its requirements, would only be defined in a future tender notice and its tender documents. For that reason no bidder requirements can be listed yet.
