Procurement of Integrated Cloud Infrastructure, Cryptographic Security, National ID Verification, Inter-Agency Monitoring, Hybrid and Multicloud Orchestration, and Operations Services for the Digital National ID and National ID eVerify Program

The Department of Information and Communications Technology (DICT) invites bids for the procurement of Integrated Cloud Infrastructure, Cryptographic Security, National ID Verification, Inter-Agency Monitoring, Hybrid and Multicloud Orchestration, and Operations Services for the Digital National ID and National ID eVerify Program. The project comprises five components: Subscription to Public Cloud Services (₱198,706,666.67), Subscription for Dedicated Hardware Security Module solution (₱74,405,333.33), Subscription to National ID eVerify Inter-Agency and Relying-Party Integration Monitoring, Analytics, and Service Assurance Module (₱59,378,666.67), Subscription to Managed Sovereign Hybrid and MultiCloud Platform with interconnection capability and Operations Services (₱149,034,666.67), and Subscription to Standards-Compliant Hybrid Digital National Identity Verification, Trust Management, and Cryptographic Security Platform (₱14,746,666.67).

The approved budget for the contract is ₱496,272,000.00. The delivery and configuration of goods shall be completed within forty-five calendar days from receipt of the Notice to Proceed, and subscription and managed services shall be provided for one year from the date of commencement.

The pre-bid conference will be held on 26 October 2026 at 10:00 AM through Google Meet video conferencing. Bids must be submitted on or before 09 November 2026 at 12:00 PM, and bid opening shall occur on 09 November 2026 at 1:30 PM. Bids must be submitted by manual or physical submission to the DICT BAC Secretariat Office at the 19th Floor, DICT Headquarters, Studio 7, 807 EDSA, Diliman, Quezon City, 1103 Metro Manila, or through courier service with proof of receipt to the authorized BAC Secretariat personnel.
