Source: postguam.com ↗This is not yet a published tender. It is a news report from The Guam Daily Post about a planned procurement by the Guam Memorial Hospital Authority (GMHA). GMHA intends to issue a request for proposal (RFP) for a new electronic health record (EHR) system. The hospital's current EHR platform reaches its sunset in 2028. GMHA says industry standards put deployment of a modern healthcare platform at 15 to 18 months on average, so it wants to issue the RFP early enough for the new system to go live before the current one is retired.
Funding for the project depends on Bill 1 (11-S), the governor's proposal, which went to a public hearing on 22 September 2026 and was to be taken up in a special session of the Guam Legislature. The bill would appropriate USD 15.8 million in additional Section 30 funds to GMHA to acquire the EHR system. It would also give USD 4 million to the University of Guam for a separate project, a Blue Economy Innovation Center. Two other bills compete for the same USD 19.8 million in Section 30 funds: Bill 356-38, for energy credits, and Bill 358-38, for a high school modernization fund. GMHA's initial market assessment found that the USD 15.8 million would cover only the first year of implementation. GMHA estimates full implementation at USD 60 million to 100 million, depending on the platform chosen.
GMHA is still weighing two delivery models. The first is a standalone system that the hospital would own and could sublicense to other healthcare entities as a revenue source; this option is more expensive. The second is a community-centered license acquired through an existing community partner, which means less control over how the platform is built.
No RFP, scope of work, lots, selection criteria, award criteria, submission deadline, procedure type or submission portal has been published yet. GMHA was expected to explain its full funding and completion plan to lawmakers during the special session. Bidder requirements, deliverables and dates will only be known once the RFP is issued.
