Guam Memorial Hospital secures $21M for new electronic health record system

Guam Memorial Hospital (GMH) · US · 29 Sept 2026

This is not yet a tender. It is an announced procurement plan, reported in a Pacific Daily News article. Guam Memorial Hospital (GMH), Guam's public hospital in Tamuning, plans to buy a new Electronic Health Records (EHR) system to replace its current software. That software is no longer supported by its vendor, and the existing contract expires in 2028. GMH's Interim Administrator warned that a delay of even a few months could cause a "catastrophic blackout" of hospital billing and patient records. The new system is meant to give GMH a unified platform that improves patient safety, care coordination, and billing and collections.

The funding comes from Public Law 38-142 (Bill 1 (11-S)), signed by Governor Lou Leon Guerrero. It amends Section 84 of the Fiscal Year 2027 Budget Act (Public Law 38-136), which had appropriated the first $21 million in unobligated General Fund revenues to GMH for operations. The amendment ties that appropriation to the EHR upgrade and dedicates the entire $19,885,394 in excess Section 30 revenues to acquiring and deploying the new EHR platform. The article reports these appropriation amounts, but it states no contract value. A reader comment disputes how the amounts are presented.

Once in place, the system is expected to let authorized providers at three agencies share and access patient information: the Department of Public Health and Social Services the Guam Behavioral Health and Wellness Center the Department of Corrections

The law also allows GMH to sublicense the system to private clinics and healthcare providers as a potential source of revenue.

According to the Governor's office, GMH told the Legislature it expected to issue a request for proposal (RFP) for the EHR system within one to two weeks of the bill signing. The full procurement and implementation timeline is projected at 15 to 18 months. No RFP document has been published in the sources yet. Requirements, award criteria, the procedure type, the submission deadline, the submission method and the contract terms are all still to come and will be set out in GMH's forthcoming RFP.
