Summary

BwFuhrparkService GmbH (BwFPS) is tendering a framework agreement (tender no. 26/Tankkarten/04, TED 681676-2026) with a single supplier. BwFPS is the mobility service provider of the Bundeswehr and the German Bundestag. It is owned 75.1% by the Federal Ministry of Defence and 24.9% by Deutsche Bahn, and runs a fleet of about 42,000 vehicles. The supplier will provide fuel cards for cashless supply in Germany and across Europe of: - fossil and synthetic fuels, CNG, LPG, hydrogen and EV charging power; - operating auxiliaries such as AdBlue, oils and small parts; - road, ferry, tunnel and bridge tolls; - vehicle-related services such as minor repairs and washes; - payment for manufacturer-workshop services elsewhere in Europe (Lithuania excluded).

The scope covers about 42,000 vehicle-bound, 6,000 vehicle-independent and 1,300 neutral cards, with 8,000–10,000 replacements a year. If the provider changes, about 50,000 cards must be delivered within six weeks. Other deliverables: - an acceptance network of at least 3,500 stations in Germany; - fast charging of at least 150 kW (CCS) near 25 named motorway junctions; - a 24/7 web dashboard for card management, reporting and an ESG report; - transaction data feeds by e-mail; - a REST API (OAuth/mTLS, TLS 1.2+) for card master data; - XRechnung 3.0 invoicing via the OZG-RE portal; - a concept for paying workshops abroad, due within three months of award; - security measures in line with ISO/IEC 27001 or BSI IT-Grundschutz, with data held in the EEA.

The contractor must also cooperate, at its own cost, on future mobile-app authorisation and electronic ordering interfaces.

The procedure is an open procedure under §§ 14, 15 VgV, with the Bundeswehr procurement acceleration act (BwBBG) applying. Variants are not allowed. The contract is awarded to the most economic tender, scored out of 110 points: - weighted fuel/service discount for Germany: 60 points; - weighted discount for other European countries: 10 points; - number of filling stations in Germany: 30 points; - number of AC/DC charging points in Germany: 10 points.

The estimated value, maximum call-off volume, contract duration and submission deadline are referred to the contract notice. They are not given in the documents provided, and the framework agreement text was not available.

Bids must be submitted electronically in German via the DTVP e-procurement platform (www.dtvp.de) using the bidder tool. Questions must be submitted no later than seven days before the bid deadline. Bids remain binding for three months after the deadline. No clarification answers were provided.
