DHA embarks on health data management contract strategy - Washington Technology
Summary
The Defense Health Agency (DHA), part of the US Department of Defense, has issued a sources sought notice (request for information) on SAM.gov. It wants industry input as it plans to hire one or more contractors to integrate and manage health data from several sources, including vendor-developed applications and applications linked to the Department of Veterans Affairs. DHA does not yet have a finalized enterprise strategy for where this program data would reside or how it would be managed. As a first step, it is looking at viable hosting and data management models while it works toward a longer-term approach. This is market research, not a solicitation. No lots, contract value, duration or procedure type have been announced.
The data types in scope include clinical, administrative, operational, financial, scheduling, encounter, assessment, document and analytics data. Respondents are asked to describe how they would ingest, normalize, exchange, reconcile and make available data from both vendor applications and VA-connected applications. DHA lists several hosting models of interest:
- environments managed by DHA itself
- DoD enterprise cloud environments
- other government cloud environments
- vendor-hosted environments
- hybrid architectures
- federated data approaches
The RFI questionnaire covers data ownership, interoperability, cybersecurity, privacy, hosting authorization, records management, continuity of operations, vendor transition and long-term sustainment.
Responses to the RFI are due by 12:00 p.m. Eastern time on 26 October. The year 2026 is taken from the date of the news article reporting the notice. Formal bidder requirements, evaluation criteria and the procurement approach are still to come in any future solicitation that follows this RFI.
