Summary

The Government of Bermuda, through the Ministry of Economy and Labour, has issued a Request for Supplier Qualifications (RFSQ No. BNDI2026) for a national Digital Identity (DI) Platform. The platform is to be delivered through a single-provider Public-Private Partnership. The selected supplier would design, implement, operate, maintain and support a privacy-by-design digital identity ecosystem, including a digital wallet. The Government keeps responsibility for policy, governance, regulatory oversight and strategic direction. The platform is expected to be designated Critical National Information Infrastructure and to serve as, or underpin, the Government Identity Provider for the One Stop Shop programme. There are no lots.

The future scope covers all hardware, software and licences, plus the following: identity proofing, credential issuance, authentication, attribute sharing and lifecycle management; relying-party integration and integration with authoritative government registers; fraud management, cybersecurity, a Security Operations Centre and 24/7 security incident support; business continuity and disaster recovery; stakeholder engagement, public education and adoption; legislative gap analysis and regulatory enablement; managed services, data portability, exit management and Government step-in rights.

The Government expects support for OpenID Connect, OAuth 2.0, SAML and applicable credential standards, with Verifiable Credentials and DIDs also scored. Wallet functionality should work across mobile and web. The solution must comply with Bermuda's Personal Information Protection Act 2016 (PIPA), and the supplier must perform a gap assessment against the UK Digital Identity and Attributes Trust Framework. Rollout will be phased, starting with immigration (work and residents permits). Residents must not be charged for essential services. No contract value or duration is stated.

This is a prequalification stage. Responses are checked against mandatory submission and technical requirements on a pass/fail basis, then scored, with minimum thresholds on three categories. The top 5 respondents are shortlisted for a potential invitational second-stage competition. Oral presentations may adjust scores. Joint submissions are accepted if a prime contractor is named.

Key dates are as follows (Bermuda local time): RFSQ issued: 5 October 2026. Questions deadline: 23 October 2026. Last addenda: 6 November 2026. Submission deadline: 27 November 2026 at 10:00. The document also mentions an opening date of 20 November 2026, which conflicts with the submission deadline. Rectification period: 3 business days.

Respondents must first register interest by emailing their company name and contact details to the RFSQ Contact, Mark Neale (mcneale@gov.bm). Responses go to the same address, in English, as Word or PDF files, zipped if over 10 MB. Addenda are posted at https://www.gov.bm/procurement-notices.
