Original notice title
Norway – Systems and technical consultancy services – Procurement of consultancy services for nuclear security, including handling used fuel, radiation protection and risk assessment.
Summary
The Norwegian Radiation and Nuclear Safety Authority (DSA) is procuring a consultancy agreement for technical services in nuclear security. The scope covers handling used fuel, radiation protection and risk assessment, in support of DSA's core regulatory functions. Consultants will review and assess technical documentation and support DSA during inspections. The notice does not divide the contract into lots.
Norway has three nuclear installations: the research reactor facilities at Kjeller and Halden, and the combined landfill and storage facility for low- and medium-level radioactive waste at Himdalen. In 2018 the government created Norsk Nukleærdekommisjonering (NND) to take these over from the original operator, the Institute for Energy Technology (IFE). NND will run the installations, decommission them and handle radioactive waste and used fuel. Halden has already been transferred to NND, and the other two sites are close to transfer. Before decommissioning can begin, several processes must be completed so that the operators can make safe changes to the installations and DSA can approve those changes under regulations and international standards. A new waste-handling facility will also be needed, including plans for a US-developed mobile melt consolidation facility (MMC).
The procurement falls under the Norwegian Security Act. The buyer's requirement specification and security requirements reflect this, and tenderers are asked to study the stated guidelines, prerequisites and requirements separately. The agreement runs for 36 months.
The contract notice (TED 690960-2026, published 7 October 2026) is the only document provided. It gives no estimated value, procedure type, submission deadline, Q&A deadline, start date, submission portal or bid language. Selection criteria and other tenderer requirements are left blank in the notice; they are presumably in the tender documents and security requirements, which were not available. Award is 80% quality and 20% price. Price is evaluated on hourly rates for three consultancy levels.
