Summary

South Africa's state-owned power utility Eskom has launched a request for qualification (RFQ) to select strategic partners for the first phase of a programme of up to 6 GW of utility-scale renewable energy and energy storage projects. The source is a pv magazine news article dated 12 October 2026, which links to Eskom's own announcement. The 'Eskom Phase 1 Programme' covers solar photovoltaic (PV), battery energy storage systems (BESS), wind and other renewable technologies. Eskom will contribute projects totalling at least 2 GW of solar PV and 1 GW / 4 GWh of BESS. These may be complemented by projects owned or originated by the selected strategic partners.

The portfolio combines two kinds of projects:

  • Eskom-originated projects on utility-owned land and at existing generation sites.
  • Partner-owned or partner-originated projects, which could be developed, acquired or implemented together with Eskom or its renewables subsidiary Eskom Green.

Each project is expected to sit in a dedicated, ring-fenced special purpose vehicle (SPV). Financing is to be arranged mainly on a limited-recourse or non-recourse project finance basis.

The selected developers will form a panel of pre-qualified co-development and co-investment partners for development, financing and implementation. The panel runs for five years. Panel members will then be invited to compete in one or more later requests for proposals (RFPs). This RFQ is therefore a pre-qualification stage, and the actual project awards will come through those RFP rounds.

The article does not give the following:

  • the qualification criteria
  • the RFQ submission deadline, any Q&A deadline or other milestone dates
  • the contract or programme value
  • the submission channel or bid language

The RFQ documents themselves were not provided. The qualification requirements for bidders (company standing, financial capacity, track record in developing and financing renewables, team and similar) are therefore not yet available here. They must be taken from Eskom's RFQ documentation, which is referenced from Eskom's announcement 'Eskom Holdings launches strategic partners selection process for up to 6GW utility-scale renewable energy projects' on eskom.co.za. No later notices, clarifications or Q&A answers are included in the sources.
